The Opportunity

Please note, this is a secondment/fixed term opportunity for a period of 12-18 months. 

The postholder is required to drive forward a pragmatic and practical Health and Safety agenda to ensure the council provides a safe system of work for its employees and those affected by its operations, building a strong Health and Safety ethos and awareness across the council.

The Health and Safety Lead will work across the Council and will build effective relationships that encourage collaboration and exert influence with colleagues, partners and external enforcement and legislative bodies. They will take a proactive approach and be creative in anticipating customer needs, providing challenge and delivering to make a real and demonstrable difference to how the Council manages health and safety risks.

 

Accountabilities

  • Deliver and driving forward an effective Health and Safety service, ensuring a health and safety culture is embedded across the organisation. Ensures the Council has effective policies which are well communicated to all relevant parts of the organisation.
  • Develop and implement a health and safety strategy that ensure procedures and controls are in place to ensure a safe working environment across the Council.
  • Ensure arrangements are in place for reporting of health and safety related incidents and accidents, with appropriate escalation mechanisms for RIDDOR reporting and remedial actions.
  • Provide strategic and proactive advice on the Health and Safety implications and the management of exposure to Health and Safety risks.
  • Ensure effective governance and training arrangements are in place for Health and Safety, with appropriate reporting and escalation mechanisms clearly set and adhered to.
  • Work collaboratively with stakeholders, to provide support and advice and ensure that they have the necessary tools and guidance to enable them to effectively manage potential health and safety risks across the Council and commissioned services. Sets Health and Safety standards and ensures consistent adherence to both designed outcomes and agreed service levels.
  • Lead on the creation of accessible training and dissemination of information and advice to all stakeholders including council staff and members.
  • Lead on the regular monitoring and review of health and safety policies and procedures to ensure they remain effective and up-to-date.
  • Utilise specialist technical knowledge and experience in ensuring best practice, industry standards and statutory requirements are met and accounted for within the health and safety framework, to enable the effective delivery of the council’s legal, moral and economic responsibilities.

The Experience You Will Bring

  • Evidence of successfully delivering health and safety strategies in similar complex organisations.
  • Qualifications: Health & Safety diploma or equivalent, Chartered member of IOSH (CMIOSH) as well as Demonstrates commitment to own professional development
  • Ability to make strong and influential relationships with a broad range of stakeholders, providing both challenge and support
  • Strong consulting and negotiation skills, including excellent communication and interpersonal skills
