The Opportunity:
This role will require the successful individual to undertake a review of the horticultural operations with particular emphasis on the scheduling of staff and equipment across commercial and statutory duties to support a zero-based budgeting review.
You must be able to quickly establish and maintain strong working relationships with relevant stakeholders, including operational staff, team leaders and supervisors project sponsors and project team members, providing day-to-day contact on status and changes.
Experience:
To be successful in this role you must have:
- Experience of developing and implementing reviews in operational service areas
- Experience of appropriately identifying the relevant resources required for zero-based budgeting reviews.
- Experience of introducing an operational service rota and scheduling methodology to support service delivery and understanding of time and cost impacts.
- Experience of process improvement and managing programmes and associated risks.
Accountabilities:
- Establish the baseline for the current horticultural operations across the statutory, discretionary and commercial duties that are fulfilled. Establishing resource requirements, people and plant, and cost implications.
- Review, interpret and challenge current processes, rotas and plant used and research other organisations and approaches and show consideration of these when considering the financial and operation impacts of these processes.
- Establish the most appropriate methodology for setting and monitoring work, including how to establish time and distance covered, plant used and details required to ensure effective costings for commercial work.
- Establish working relationships with all relevant staff in operations, other departments and authorities, to build a rapport that will engage and motivate staff to engage in the review and provide key intelligence.
- Support the development of the zero-based budgeting approach through collation of key data and relationships with staff on resource requirements and innovative approaches to current challenges.
- Identify the resources required for the ongoing delivery of the recommendations, including establishing the required budget for successful delivery.
- Ensure that the required governance of the review project is maintained at all times.
- Engage with elected members and support the scrutiny process and required governance sign off for approval of the recommendations.
- Ensure appropriate risk management and value for money considerations are in place to deliver agreed outcomes and realisation of intended benefits.
- Ensure all recommendations are compliant with legislation, procedures, and good practice.
- Pro-actively make appropriate project and team linkages and manage a collaborative approach to the review and the proposals throughout the iterative process of building and delivering the recommendations, working across a number of departments and stakeholders.
- Escalate any unresolved technical issues to the relevant Service Unit Manager and Head of Service.
- Prepare and present relevant reports for Head of Service, Corporate Director, Management Board, Portfolio Holder, Cabinet and Council.
- Assist in the development of project processes, appropriately managing risk and reward whilst complying with relevant regulations, such as governance and procurement.
