We're seeking a highly skilled and experienced intelligence manager to lead the team in advancing our data science initiatives in Essex. The ability to harness data science skills, knowledge, and applied experience is paramount for this position. Utilising data science methodologies and statistical techniques, we aim to provide invaluable insights to our organisation, facilitating evidence-based decision-making processes. The Job

The role of intelligence manager offers a varied set of responsibilities and accountabilities, that you can read more about in the job profile below.

Intelligence Managers in the Data & Analytics team are expected to work across a range of organisational initiatives depending on strategic need, but a key part of the daily role is leading the work within the place portfolio, managing the analytical work and key stakeholders. Place is a combination of our economies, infrastructure, and public health (EIPH) and climate, environment, and customer (CEC) directorates. Perhaps the broadest portfolio that we support, place projects are extremely varied, and often make use of open-source datasets.

Recent analytics projects with place colleagues include developing our understanding of digital exclusion across the county, supporting the development of the organisational water strategy through geo-spatial analysis, and quantifying the impact of the removal of business rate relief.

Core Skills

It is important to us that intelligence managers possess a range of skills, including the ability to:

  • Manage the organisation’s data assets – ensuring they are accessible to analysts and end-users,
  • Identify optimal analytical methods and products to support business priorities,
  • Lead statistical and data science projects that derive insight from data,
  • Engage senior leaders with insight stories from data analysis,
  • Lead portfolio(s), managing key customers, understanding the needs of their service(s),
  • Represent the team, embedding the use of analytics across all decision making, and,
  • Embedding quality robust, ethical, and legal processes across all teams work

Educated to degree level or with equivalent experience

Considerable demonstrable experience displaying leadership behaviours in data analytics teams

Recruitment Process

  2. What experience you have embedding best practice analytics across an organisation

Following a shortlisting process we will then invite successful candidates to an interview, and set a task we expect you to complete ahead of this. We expect to schedule interviews towards the end of July/early August

Development

We support the development of our staff in their careers. Over the past five years, 75% of team members have earned promotions into new role. We consistently offer opportunities to develop new skills through project working or training and encourage staff to spent 10% of their time on training and development.

Base

This role is considered an ‘anywhere worker’ by Essex County Council and is predominantly a remote position. However, there is an expectation to be in the office in Chelmsford, Essex, at a minimum of once a month, and when required on an ad hoc basis for different business needs.

Salary & Benefits

Our Essex Pay policy means we look at the job market nationally to offer competitive salary rates for all positions. The current rate for the job for this is £ 69,292 per annum, which is regularly evaluated. Our pay policy means that all people within a role are paid the same rate, except for training and development reasons.

Where development needs are identified throughout the recruitment process, new starters will be offered a minimum of 85% of the rate for the job. Upon starting, you will work with your line manager to create a development plan to increase your salary to the rate for the job within a maximum of 24mths.

Functional Responsibilities:

Customer Engagement & Stakeholder Management

· Responsible for building & maintaining relationships with service leads, spotting opportunities where data and analysis can influence future strategy and supports delivery against our organisational outcomes

· Leading insightful, proactive, analysis and evidence-based recommendations that support the achievement of strategic priorities within the organisational plan and functional business plans

· Focus on effective management principles identifying ways to increase service efficiency by early intervention, service innovation, the involvement of the community or better working with partners

Demand Management

· Managing service areas growing demand upon the data & analytics team, as well as the work programme of the team itself, to ensure we provide high quality and timely intelligence

· Promotes the need for robust and reliable data, and is accountable for ensuring the team’s outputs and the data used are credible and trustworthy

· Responsible for providing the Council with the latest intelligence to manage risk and target resources effectively, reduce avoidable demand and influence behaviour change to improve outcomes for the local population

· Continually monitoring the use and impact of the team’s outputs, ensuring projects are replicable, scalable, and transferable by using best coding practice to implement ‘replicable analytical pipelines’

Line Management & Supporting Development

· Supporting team members to manage their time and projects effectively, enabling best practice across all stages of a project life cycle, both through leading and/or quality assuring, supporting the team to complete activities to a high standard

· Responsible for the quality of analytical outputs, ensuring the team is making optimal use of data and appropriate analytical methodologies

· Supporting the development of a continuous improvement and learning culture, coaching, and supporting other team members to develop a culture of personal ownership and accountability

Building Organisational Literacy

· Help build data literacy and understanding of analytics across all services, demonstrating the value that data and analytics can bring in supporting the success of functional plans

· Knowledgeable on range of analytics and data science methodologies, can find suitable applications, and can interpret outputs clearly and accurately to a range of stakeholders

· Supporting the delivery of the council’s data strategy, and the design of an analytics strategy, to accelerate the use of data and evidence across the organisation. Embedding data and analytics into the culture of decision making

Leading Best Practice Analytics

· Building customer trust in team’s work and enhancing reputation through implementing a quality assurance framework that ensures outputs have statistical integrity, are compliant with information governance, and adhere to ethical guidelines

· Driving the development of analytical capability across the team & council, proactively sharing knowledge and building networks, to build a more sustainable workforce and draw on capacity to manage demand for insight

· Keeping abreast of emerging developments in data, analytics, and data science, so that the team can innovate with purpose, and meet our aspiration of becoming a ‘best in class’ analytics function

Data Management

· Supporting the continued goal of ‘making data accessible’, both through identifying the data needs of internal customers and team members

· Promoting the need for robust and reliable data and ensuring the team’s outputs and the data used are credible and trustworthy.
