Shape the future of local government in Greater Essex

This is a rare opportunity to play a central programme leadership role in delivering one of the most ambitious local government reorganisations in the country.

Working across a strong partnership of Councils working collaboratively to deliver a future unitary for South East Essex, you will lead complex, cross-cutting programme and transformation activity that brings the five unitary authority vision to life.

This role presents an excellent opportunity for an experienced programme manager to demonstrate their ability to deliver cross-organisational system change in a complex environment. You will be responsible for overseeing the South East Essex LGR PMO, programme managing the LGR programme on behalf of four partner local authorities, designing services that are simpler, more sustainable, and genuinely centred on residents and communities.

You will operate at the heart of a system-wide programme, working directly with senior leaders across multiple authorities to translate strategy into delivery at pace and at scale.

What makes this different

  • A once-in-a-generation opportunity to design new councils from the ground up.
  • Genuine cross-council collaboration, not competition.
  • A clear mandate to focus on outcomes, not structures.
  • A central role in shaping the programme arrangements that will support safe transition and future transformation.

You will bring

  • Strong programme and transformation leadership across complex environments.
  • Ability to navigate political, organisational and transformation complexity in a dynamic environment.
  • Confidence working with senior leaders across multiple organisations.
  • A disciplined and relentless focus on delivery, impact and outcomes.
