Shape the Future of Local Government in Essex
Essex is entering a once-in-a-generation transformation through Local Government Reorganisation (LGR), creating new unitary authorities designed to provide stronger, more resilient services for residents and communities.
We are seeking 3 exceptional LGR Programme Directors, to lead the delivery of this transformation within one of the emerging unitary authority areas (North East Essex, West Essex and Mid Essex).
These are pivotal leadership roles, initially open to internal candidates across Essex local authorities, supplemented with targeted external engagement to ensure we attract the strongest possible field.
The Roles
As one of three Programme Directors, you will act as the senior operational lead for the LGR programme locally, translating system-wide strategy into practical delivery.
You will lead preparation for a new unitary authority, ensure Day One readiness, and align local delivery with the Greater Essex Implementation Plan, working closely with fellow Programme Directors, governance boards, councils and partners.
Key Responsibilities
- Lead a large-scale, complex transformation programme across multiple organisations
- Establish and oversee a high-performing local Programme Management Office (PMO)
- Ensure robust programme planning, risk management and assurance
- Drive delivery across transition phases from readiness to full implementation
- Provide clear, evidence-based advice to Members and senior leaders
- Build strong relationships across councils, partners and stakeholders
- Lead workforce transition planning and oversee financial management

- A fully developed and deliverable programme plan aligned to Essex-wide requirements
- A credible and effective local PMO with strong governance
- Strong partnerships and confidence across councils
- Effective management of risks and dependencies
- A safe, legal and seamless transition to the new authority
Who We Are Looking For
We are seeking credible, politically astute leaders with a proven track record in successful transformation and change of comparable scale, scope and complexity.
Essential Experience
- Leadership of large-scale, multi-organisation transformation programmes
- Senior-level advisory experience with Elected Members and executive leadership
- Experience leading PMO functions across complex programmes
- Operating in politically sensitive environments
Key Skills
- Strong programme leadership including risk and dependency management
- Understanding of local government context, governance and statutory frameworks
- Excellent communication and influencing skills
- Financial and commercial acumen
- Ability to translate strategy into delivery

Contract and Assessment Approach
- Open primarily to internal applicants across Essex local authorities
- Targeted external market testing may be undertaken
- Appointment through a rigorous, independent assessment process
- 2 year fixed term contract with the possibility to extend for a further 12 month period
